The Bangkok Declaration of 1967, in establishing the Association of South-East Asian Nations (ASEAN), adopted the creation of Permanent Committees of specialist and officials on specific subjects to, among others, promote regional peace and stability through abiding respect for justice and the rule of law in the relationship among countries of the region. In the 1976 Declaration of ASEAN Concord, the leaders adopted the programme of action as a framework for ASEAN cooperation including the study on how to develop judicial cooperation including the possibility of an ASEAN Extradition Treaty, which falls squarely within the purview of the ASEAN Ministers of Justice, Ministers of Law and Attorneys-General.

Recognizing the diversity of legal systems among the ASEAN Member States and in order to facilitate the cooperation in the legal field on matters of mutual interest, the ASEAN Ministers of Justice, Ministers of Law and Attorneys-General, in 1986, agreed on an organizational arrangement for co-operation in the legal field composed of Senior Legal Officials. Its initial mandate includes the (1) exchange of legal materials; (2) judicial co-operation; and (3) legal education and legal research.

The ASEAN Ministers of Justice, Ministers of Law and Attorneys-General shall review the work of, and provide guidance to, the Senior Legal Officials.

Since then, the mandate expanded to address all common matters pertaining to legal cooperation to support ASEAN integration initiatives in all ASEAN Member States. The ASEAN Senior Law Officials Meeting (ASLOM) serves as a forum for senior law officials from ASEAN member states’ respective Ministries of Justice, including Attorney General’s Chambers, to discuss legal issues of common interest pertaining to legal cooperation with a view to promote ASEAN’s objectives within the ASEAN Political-Security Community. These include instruments for international legal cooperation, harmonization of trade laws, and other areas calling for legal cooperation.

The ASLOM meets every 12 months, while the ASEAN Law Ministers Meeting (ALAWMM) meets every 24 months.
